De bouw van een woonzorggebouw en de restauratie van de voormalige gereformeerde kerk aan de Stationsweg in Heerhugowaard kunnen doorgaan. Het college van B en W van de gemeente Dijk en Waard heeft besloten de eerder verleende omgevingsvergunning in stand te laten, ondanks bezwaren van omwonenden.
Bewoners hadden bezwaar gemaakt tegen de vergunning voor de nieuwbouw achter de monumentale kerk. Vooral de hoogte van het geplande woonzorggebouw stuitte op kritiek. De onafhankelijke commissie voor bezwaarschriften stelde vast dat de goothoogte op één onderdeel niet volledig voldoet aan het omgevingsplan. Volgens de commissie gaat het echter om een beperkte afwijking die voortvloeit uit de gekozen kapconstructie en die ruimtelijk geen grotere gevolgen heeft dan volgens het omgevingsplan zijn toegestaan.
Het college neemt dat advies over en concludeert dat het bouwplan ruimtelijk aanvaardbaar is. De omgevingsvergunning blijft daarom van kracht.
De voormalige gereformeerde kerk uit 1917, een gemeentelijk monument, werd in 2022 verkocht aan ontwikkelaar Carebeek uit Limmen. De plannen voorzien in de restauratie van het kerkgebouw, dat een maatschappelijke functie krijgt als locatie voor dagbesteding. Op het terrein achter de kerk wordt een woonzorggebouw gerealiseerd.
De uitvoering van het project liep de afgelopen jaren vertraging op door de vergunningprocedure en de ingediende bezwaren. In die periode verslechterde de staat van het monumentale kerkgebouw aanzienlijk. De achteruitgang leidde tot zorgen bij zowel omwonenden als de gemeente. Vorig jaar werden die zorgen verder versterkt nadat tijdens een storm dakpannen losraakten en de dakruiter scheef kwam te staan. Uit voorzorg werd de omgeving tijdelijk afgezet vanwege mogelijk instortingsgevaar.
Met het besluit van het college is een belangrijke juridische hindernis voor het project weggenomen. Daarmee komen zowel de restauratie van de monumentale kerk als de bouw van het woonzorggebouw aan de Stationsweg een stap dichterbij.

The construction of a residential care facility and the restoration of the former ‘gereformeerde’ Church on Stationsweg in Heerhugowaard can proceed. The Municipal Executive Board (Mayor and Aldermen) of the Municipality of Dijk en Waard has decided to uphold the environmental permit that was previously granted, despite objections from local residents.
Residents had objected to the permit for the new building planned behind the historic church. The main point of criticism concerned the height of the proposed residential care building. The independent objections committee found that one aspect of the building’s eaves height does not fully comply with the environmental zoning plan. However, according to the committee, this is only a minor deviation resulting from the chosen roof structure and does not have any greater spatial impact than what is permitted under the environmental plan.
The Municipal Executive Board has adopted the committee’s recommendation and concluded that the construction plan is spatially acceptable. As a result, the environmental permit will remain in force.
The former ‘gereformeerde’ Church, built in 1917 and designated as a municipal monument, was sold in 2022 to property developer Carebeek of Limmen. The plans include restoring the church building, which will be given a community function as a location for daytime activity and care services. A residential care facility will be built on the land behind the church.
Implementation of the project has been delayed over the past several years due to the permit process and the objections that were filed. During that time, the condition of the historic church building deteriorated significantly. Its decline caused concern among both local residents and the municipality. Those concerns intensified last year when roof tiles were blown loose during a storm and the church’s roof turret was left leaning. With the Municipal Executive Board’s decision, a major legal obstacle to the project has been removed. This brings both the restoration of the historic church and the construction of the residential care facility on Stationsweg one step closer to becoming a reality.
